“Compulsory Retirement under CCS Rules – Following are the consequences of a law imposed by DoPT.”

The Armed Forces, Railways, Defence, and Deaprtment of Post are among the largest employers under the control of the Central Government. The largest among them, the Railways, employs more than 13 lakh employees. In all, the Central Government employees more than 34 lakh, and has more than 38 lakh pensioners on its list.

The Centre has now ordered the implementation of an old and forgotten law. According to Section 56 (J) and 56 (I) or Rule 48(1) (b) of CCS (Pension) Rules 1972, the performances of those between the ages of 50 and 55, and those who have completed 30 years of service must be reviewed by senior officers once every three months, vis. Jan to Mar, Apr to Jun, Jul to Sep and Oct to Dec. All the departments have been ordered to review the performances and implement this rule immediately. And also advised to constitute a Review Committee consisting of two Members at appropriate level.

Relevant orders to this effect were issued on September 11. Senior officials and employees of various departments are confused and terrified following the orders.

Some claim that the government has taken this step to stifle the indefinite strike to be held in November. The Central Government employees union and the railway employees’ union claim that, armed with this rule, the government can send home workers under the compulsory retirement scheme.

The order quoted, “If conduct of a government employee becomes unbecoming to the public interest or obstructs the efficiency in public services, the government has an absolute justify to compulsorily retire such an employee in public interest.”

Shri Krishan Pal Gurjar MoS sje, sHRI Vijay Sampla MoS SJE will also attend the function. 


Bheem Rao Ambedkar was born on April 14, 1891 at Ambedkar village in Ratnagiri District of Maharashtra state. His father was Ramji. He was the 14th son of his father.

Ambedkar was a brilliant child. His teacher at school, who noticed this, was impressed and added a surname to him. It is also said that his earlier name was Bheemrao Ambedkar and it was his teacher who made it Ambedkar and gave him the full name as Bheemrao Ramji Ambedkar.

After leaving school, Ambedkar studied F.A., at the Elphinstone College, Bombay (Mumbai). With the help of the Rajah of Baroda, Ambedkar went to Colombia University, America and completed his B.A., and M.A., degrees, in 1912 and 1913 respectively. For his M.A. degree he Zwrote a research paper “Commerce in India”. He wrote many more research essays while staying at Colombia. They are:

(1) Religious in India and their origin, (2) Nationalists in India-a historical study. For the latter research paper he was awarded Ph.D., by the Colombia University. With this he became Dr. Ambedkar.

He went to England to study law. Along with law, he studied Economics and political Science. He acquired the degree of Barrister-at-law and also M.Sc. degree simultaneously. Dr. Ambedkar hails from the community of Mahars who are condemned as untouchables. On this account Dr. Ambedkar had to face a number of problems. He was looked down upon and ill-treated. Hence he wanted to agitate against untouchability.

In 1918, he took up a job as a professor in a college and in 1920 he took part in the first meet of the Depressed Classes held at Nagpur. In 1923, he started practice at Bombay High Court. In 1924, he started a paper “Bahishkrita hitakarini”. He took up the cause of the Depressed Classes before the Simon Commission which visited India in 1928. He attended the First Round Table Conference held at London and argued that the Depressed Classes should have voting rights and the right to elect their own leaders.

Dr. Ambedkar had a sharp mind. He said that all men are equal in all matters. Once he entered the Veereswar temple where Mahars were not allowed. A case was field against him by the temple authorities. The court justified the action of Dr. Ambedkar. Dr. Ambedkar could not reconcile to the domination of upper castes. It was Mahatma Gandhi who could convince Dr. Ambedkar against this and bring him back to the mainstream.

Dr. B.R. Ambedkar was first Law Minister of India after we got Independence in 1947. He was also the chairman of the drafting committee of our Constitution and in fact, he is one of the main architects of our Constitution. As a brilliant law minister and an intelligent person, he could include in the Constitution, the required safeguards for the depressed Classes. On November 1, 1949 the Draft Constitution was approved by the Government and Dr. B.R. Ambedkar was since then called, the “Modern Manu of India”.

The caste system in Hinduism forced Dr. B.R. Ambedkar to embrace Buddhism along with 5 lakhs of other Depressed Class people. He attended a conference of Buddhists in Sri Lanka in 1950. He was a lover of books. On a visit to New York, it is said that he purchased as many as 2000 books. Dr. B.R. Ambedkar passed away on December 6, 1956.

Dr. B.R. Ambedkar’s life is an example to others. He had shown how men born in humble surroundings could rise up in life, by sheer hard-work, sincerity and steadfastness. Very rarely we get such persons of special caliber in history.

7th Pay Commission likely to recommend up to 30% pay hike for Central government employees, say sources


There will be 5 to 6% performance-based increment every year and those who are under-performing could retire by 55 years of age or after 30 years of service, added sources. House Rent Allowance could also be hiked by 10% to 30%.
The sources say that there will be a 5 to 6 per cent performance-based increment every year.
The Seventh Pay Commission's recommendations will be implemented from January 1, 2016. The Department of Personnel and Training will examine the recommendations and consult the Finance Ministry on them.
Its term was extended by four months till December 31 to give its recommendations on revising emoluments for nearly 48 lakh central government employees and 55 lakh pensioners.
The Commission, whose recommendations may also have a bearing on the salaries of the state government staff, was given more time by the Union Cabinet just a day before its original 18-month term was to end.
Headed by Justice AK Mathur, the Commission was appointed by the previous UPA government in February 2014.
The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.
As part of the exercise, the Commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services.
Other members of the commission are Vivek Rae, a retired IAS officer of 1978 batch, and Rathin Roy, an economist. Meena Agarwal is Secretary of the Commission.
The Sixth Pay Commission was implemented with effect from January 1, 2006, the fifth from January 1, 1996 and the fourth from January 1, 1986.

Govt favours discontinuing interview for appointment to various posts



Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has said that the Union Government is in favour of doing away with the practice of holding interviews for appointment to junior level posts. Presiding over a meeting of Principal Secretaries of General Administration Department (GAD)/Personnel from different States and Union Territories here today, Dr Jitendra Singh said that the Department of Personnel & Training (DoPT) has initiated a serious exercise for identifying the posts for which interview for selection can be discontinued and a communique in this regard has been sent to various State Governments, State Public Service Commissions and Staff Selection Commission. He said that this follows the suggestion put forward by the Prime Minister Shri Narendra Modi during his Independence Day address to the nation from the ramparts of the Red Fort.

Dr Jitendra Singh said that the government will soon identify all those posts, particularly at junior level like Group III & IV, where an interview is avoidable and will stop this practice. He said, for a post for which an interview is not necessary to determine the capability of a candidate, the provision of interview sometimes leads to scope for manipulation, manoeuvrability and corruption. Therefore, barring such posts where an interview would help in testing special capabilities for a particular assignment, abolition of the provision of interview will not only be in larger public interest but would also offer a level playing field for even those of the candidates who lack resources and come from lower socio-economic strata, he added.

Referring to some of the revolutionary decisions taken by the DoPT during the last 15 months of the present government, Dr Jitendra Singh made a special mention of the introduction of self-attestation of certificates. This, he said, not only eliminated inconvenience caused to the youth for going around to seek attestation of certificates from gazetted officers, etc., but also sent out a reassuring message that the present government has the capacity to trust the youth of this country. Similarly, he also referred to the Pension Department’s plans to finalise Pension Portal which would help in ending the practice of producing life certificates by a pensioner.

Dr Jitendra Singh also informed that a pilot exercise undertaken for three States of Jammu & Kashmir, Maharashtra and Tamil Nadu had proved successful wherein, for the first time, an Induction training programme was introduced for the newly inducted State-level functionaries and the same practice is now being extended to other States as well. He also referred to a landmark decision by the DoPT to revise and revisit the pattern and syllabus of IAS and other Civil Services Exam to offer a level playing opportunity for aspirants from different streams.

The meeting was attended among others by Secretary, DoPT, Shri Sanjay Kothari, Secretary, Department of Administrative Reforms & Public Grievances, Shri Devendra Chaudhry and Establishment Officer, DoPT, Shri Rajiv Kumar.

Cabinet approved 6% DA hike from 01.07.2015

Good news for central government employees. The Union Cabinet on Wednesday cleared a proposal to increase dearness allowance (DA) to 119% from 113%, which will potentially benefit over one crore government employees and pensioners. 

The proposal to increase DA by six percentage points was taken at a meeting by the Union Cabinet. 

DA is paid as proportion of the basic pay. 

Earlier in April, the government had hiked DA by 6% to 113% of their basic pay with effect from January. 

The proposed DA hike will take effect from July 1. As per the agreed formula, the DA rate increase is an average of 12-month consumer price index-industrial workers from July 1, 2014 to June 30, 2015. 

The proposed hike is in accordance with the accepted formula based on the recommendations of the 6th pay commission, which will benefit 48 lakh government employees and 55 lakh pensioners.

OROP – Expected Pension hike and Arrears for ex-servicemen

“After the centre’s announcement of implementation, all ex-servicemen are curious to know about their likely increments and arrear in pension revision.”

Despite the fact that the Central Government has announced the implementation of OROP, which has been the long-standing demand of ex-servicemen for more than 40 years now, anti-government protests and rallies continue to rock New Delhi.

The ex-servicemen have made clear their disappointment over certain important demands and expectations related to the OROP, including the amendments in the pension revision, date of implementation, constituting a one-man commission, fixing of the base year, and the case of those who chose to retire early. These are also the reasons why protests have resumed.

According to the Ex-servicemen statement, 46% of ex-servicemen are PMRs(Pre Mature Retirement). So, this is the very important aspect in this scheme and we cannot compromise, veterans said.

The relay fast that was started at New Delhi’s Jantar Mantar in order to demand the immediate implementation of OROP, continues even after 83 days. Finally some of the war veterans launched a fast-unto-death protest. These protests, that were carried out in order to get the government to take some concrete action, instead of just making promises, succeeded. But, instead of celebrating the success of their protests, the ex-servicemen forced to declare that their protests will continue.

On the other hand, however, the Central Government has also splashed pictures of ex-servicemen delegates greeting the Prime Minister with bouquets, congratulating him for implementing the OROP scheme. But, there is no denying the fact that the announcement has brought cheers to all the ex-servicemen in the country.

Meanwhile, the big question among ex-servicemen now is – how much will the actual increment be? What is the arrears amount? When will it be delivered?

Understanding the OROP scheme is getting more and more complicated with new demands and clarifications being raised with each passing day. Only by debating and discussing on these issues can they be understood clearly. It is difficult to predict the increments and arrears of each and every pensioner accurately. There is no fixed age of retirement for all. The arrears and increments have to be calculated on the basis of their ranks, the number of years that they had served, and the year of their retirement.

It would be easier to calculate this if the Government releases a detailed PROJECTED OROP TABLE of revision of pension for all categories.

But, everyone, justify from the Jawans, up to senior officers, is assured of enhancement of approximately Rs.2200 to Rs.22,000 pm.

Committed to the Government’s Digital initiatives announced by Hon.ble PM, BSNL has decided to upgrade Broadband speed to minimum 2 Mbps at no additional cost for all the Broadband customers on PAN-India Basis from 1st October 2015. This is another major service offering from BSNL for the benefits of customers in continuation to offering free night calling from BSNL landline to all operator network from 9:00 PM to 7:00 AM and free incoming roaming services for its mobile customers. BSNL is also offering 1Gb free E-Mail box to their customers from 50 Mb mail box.

BSNL is the first service provider to provide the Broadband Access to the country. BSNL launched the Broadband services over its landline in India in 2005 with speed of 256kbps and above over the state of art Multi Protocol Label Switching (MPLS) based IP infrastructure in urban as well as Rural areas.

Subject:- Payment of arrears of pensions to Pre-2006 pensioners w.e.f. 01.01.2006.

In pursuance of DP&PW OM No. 38/37/08-P&PW (A) dated 28.01.2013, pension/family pension of some pensioners/family pensioners were revised w.e.f. 24.09.2012 through individual amendment authorities.

Now, in pursuance of the orders of the Hon’ble Supreme Court, DP&PW vide its OM No. 38/37/08-P&PW (A) dated 30.07.2015 has decided to grant the benefit of revision of pension/ family pension w.e.f. 01.01.2006 in such cases. Keeping in view the sensitivity and urgency of the matter it has been to issue CPCC-wise amendment authority for such cases which have already been revised w.e.f. 24.09.2012 whose requisite details are available with CPAO in batches having name of pensioner, PPO number, bank account number, No. & date of last SSA issued as per DP & PW OM dated-28.01.2013.

While calculating the arrears following points require special attention:-

i) Change in the rate of pension/family pension during the period from 01.01.2006 to 23.09.2012 which may be due to death of the pensioner, completion of the period of enhanced family pension and grant of additional pension on attaining the age of 80 years. It may be ensured that the pensioner/family pensioner get the benefit of revised pension from the due date whether it may be 01.01.2006 or any later date with accurate rate of pension/ family pension.

ii) The cases of dual family pension should not be mixed with these revision cases as the same have also been effective from 24.09.2012.

Heads of all CPPCs are advised to give special attention to credit the respective pension accounts at the earliest.

Maternity leave period may be increased to 8 months

NEW DELHI: Expecting mothers could get maternity leave for eight months if Union minister Maneka Gandhi has her way. Gandhi—in charge of the ministry of women and child development---has proposed increasing maternity leave from three months to eight months.

"We have mooted a proposal of extending the maternity leave for working women from present three months to eight months to the Cabinet Secretariat for a discussion in the Committee of Secretaries. This matter was taken up by our minister with the Prime Minister and he is also very interested, so we are sending a copy to him," Nutan Guha Biswas, WCD additional secretary said.

The ministry has also urged the labour ministry that the maternity benefitprovisions be extended to all working women both in organized and unorganized sector.
The proposed eight-month maternity leave will include one month leave before expected delivery date and seven months after delivery.
