The Awards Distribution Function will be held at Bangalore (Karnataka) on 19.11.2012 and awards/cash prizes in the shape of Post Office Cash Certificates will be given away by Secretary (Posts). He will get Cash Certificates worth Rs. 10000/-. An amount of Rs.1500/- will be paid to officer by his parent circle for purchasing a navy blue blazer for wearing with tie during the function.

Shri Joshi has recently helped a lot for holding of Central Working Committee Meeting at Shirdi on 12th and 13th October, 2012 in a grand success at all level. This Association congratulate the officer for his success in achieving first rank in the country and wish him best luck for coming years. 

PLI/RPLI monthly premium will now be paid automatically from SB A/c.

Sub: Introduction of facility of automatic credit of PLI/ RPLI monthly premium from savings account of insured persons.

In the last few years, there has been massive expansion of Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI). However, it has been noticed that a number of policies particularly in RPLI lapse after a while. One of the reasons for lapsation is absence of convenient ways of depositing premia of the policy(ies). As such, it was under consideration of the Department to provide facility of automatic deduction of premia from Savings Account so that (i) the policy holder(s) need not have to visit Post Office every month for depositing premia of his PLI/ RPLI policy and (ii) lapsation of PLI/ RPLI policies gets reduced.

2. The competent authority has now approved the proposal for providing the facility to the policy holder of PLI and RPLI to get premium deposited/ credited by deduction of the same directly from his Savings Account standing in Post Offices. However, this facility can be opted by only those policy holders of PLI and RPLI whose Savings Accounts are maintained in the Departmental Post Offices (GPOs, HOs, MDGs or SOs).

3. It is requested to kindly take necessary action for implementation of aforesaid scheme and wide publicity may also be given for this scheme through various publicity channels.

4. Accounting and operating procedure for automatic transfer of premium of PLI/ RPLI from Savings Accounts of the policy holder is enclosed for information and action accordingly.

5. It is further informed that till the provisions are made in the software, automatic credit of PLI/ RPLI monthly premium by deduction from savings account of the policy holder will have to be done manually.

               Your kind attention is invited to this Associations letter of even number dated 22/3/2012 and 21/8/2012 on the above mentioned subject. This Association has already pointed out that, the post of Inspector MMS and Assistant Manager MMS were merged with nomenclature as Assistant Manager MMS but fresh recruitment rules for the post of Assistant Managers have not been framed by the Department despite request and reminders from this association. In the absence of the recruitment rules, department has not conducted the examination for the vacant posts of Assistant Managers, as many posts are lying vacant in almost all the Circles.
             This Association would like to further state that, our letter dated 21/8/2012 has already been already forwarded to concerned section by Section Officer (SR) under his letter No. 905/SR/12 dated 13/09/2012 for taking appropriate action in the matter, but till date neither fresh recruitment rules have been framed by the department nor course of action taken on Associations letters has been communicated to the Association.
           It is therefore requested to put on place orders for finalization of the Recruitment Rules of the Assistant Manager MMS along with conducting of examination for promotion from concerned eligible staff in the cadre of Assistant Manager MMS.

This Association has already requested your honour vide letters of even number dated 13th August, 2012 and 20th September 2012 to circulate the above referred memo to all Circles and Regions but till date our Department has neither circulated the above captioned memo nor replied to us.
             This Associations Central Working Committee Meeting was held in Shirdi (Maharashtra) on 12th and 13th October, 2012 and during the course of discussions all the members of this Association have shown their great resentment for non circulation of above said memo by Postal Department.
          In view of above submissions your kind honour is once again requested to look into the matter personally and cause to circulate the above referred DOPT Office Memorandum to all Circles and Regions immediately under intimation to this Association.

Subject : Limited Departmental Competitive Examination for promotion to the cadre of PS Gr. B for the year 2012 --Regarding transparency in communication of marks.

Ref. : Postal Directorate memo No. A-34012/3/2012-DE dated 17th July, 2012.

Respected Madam,

It is brought to your kind notice that result of above captioned examination was declared by the Department vide No. A-34013/03/2012-DE dated 17th July, 2012 but no separate marks for paragraph writing were shown in the tabulation sheet whereas it was mentioned earlier while declaring result of PS Gr. B Examination 2011 vide memo No. A-34012/01/2011-DE dated 23rd June 2011. Due to unclear position, it is difficult to identify the weak areas and strong areas, thus, there is great resentment amongst the aspirants on this account. It is also an admitted fact that PS Group “B” recruitment process has always been in controversy inviting litigations and repeated references by this associations. But unfortunately department has chosen its ways and convenient means to declared results without affording equal opportunities to members and without waiting the outcomes of Hon’ble administrative Tribunal. Pick and chose policy in the name of examination through this system can not be ruled out as such this association has reservations over the examination system.
This Association would also like to further state that, answer keys published by Department for certain questions do not have proper and correct answers. Apart from it, a few questions were repeatedly put in the same question paper. The irregularity is a matter of serious concern and necessarily required to look into.

It is therefore urged that necessary instructions may please be issued to DE Division of the Directorate to publish separate marks obtained in paragraph writing in Paper-I to maintain transparency in communication of marks. It is further requested to take steps to delete the wrong questions from the question papers and declare the result of above captioned examination accordingly to avoid litigations if any arising in the context.

Formation of Maharashtra Postal Circle Staff Benevolent Fund

As per CO Mumbai Memo No. WLF/48-1/VCF/2011-2012 dated 19/10/2012, the Scheme will come in to force w.e.f. 1st October 2012.Contribution to the fund is voluntary.

 Subscription - Rs 200/- from Gr. A & Gr. B Officers (gazetted and non gazetted)
                      Rs 100/- from Group C officials
                      Rs  75/- from MTS
                      Rs  50/- from GDS

Subscription will be recovered on annual basis from the pay of October every year on a flat rate basis as under.

Sanction from the fund -:

1) To Grant award to all retiring members on superannuation or voluntary basis @ Rs 5000/- for Gr A,B,C, and Rs 3000/- for MTS & Rs 2500/- for GDS  ( Irrespective of any Financial Assistance paid to the member from this fund earlier)

2) In case of Major Surgical Operation of the Kidney Transplant, Liver Transplant,brain Tumour,Cancer,Heart surgery, Paralysis exceeding 50 %damage, Financial Assistance Rs 10000/- will be paid to meet sundry expenses irrespective of the Medical reimbursement claim or Financial Assistance from welfare fund,if any sanctioned.

3) In case of an unfortunate event of death of member of the scheme while in service,an amount of Rs 10000/-will be sanctioned for payment to the nominee of the DCRG of the deceased official for regular departmental employees and to the dependent of the GDS official , on recommendation of the Head of the Division/Unit.

Historical Monuments of Mumbai........Rajabai Tower.

Rajabai Tower is situated within the premises of the Fort campus of the Mumbai University. It is basically a clock tower that rises to a height of 85 m (280 ft) and houses the University Library. The tower has been modeled after the Big Ben Clock Tower of the UK houses of Parliament, situated in London, and was built as per the designs of Sir George Gilbert Scott, an English architect. It was in March 1869 that the foundation stone of the Rajabai Clock Tower of Bombay was laid down.

The construction was completed in November 1878, nine year after its commencement. Even in those days, the cost of the monument came to somewhere about 2 lakh rupees (Rs 200,000). Premchand Roychand, the broker who founded the Bombay Stock Exchange, bore the entire cost of the Rajabai Clock Tower. In return, the only thing he wanted was that the tower be named after his mother, Rajabai.

The architecture of Rajabai Clock Tower presents a beautiful amalgamation of Venetian and Gothic styles of architecture. The material used in its construction is the buff colored Kurla stone, easily available in Mumbai. One of the most impressive features of the tower comprises of its stained glass windows, believed to be the best in the city. When the Rajabai Tower was constructed, it was the tallest structure in the entire city of Mumbai.

The ground floor of the tower has two rooms, along with a spiral staircase. The tower has a square shape towards the bottom, which continues upto the gallery at the top of the first level - 68 feet from the ground. From a square, Rajabai Clock Tower then takes the shape of an octagon. The total height of the tower is around 280 feet. Earlier, the tower was open for public viewing. However, after a number of suicides were attempted from here, it was closed down.

Chimes :
Rajabai Clock tower chimes a single tune after every fifteen minutes. During the British rule, the tower used to play sixteen different tunes, like "Rule Britannia", "God Save the King" and "A Handel Symphony", etc.

DA increased by 7% to GDS - Directorate issues orders

DG (Posts) No 14-5/2011-PAP Dated 11th October, 2012 is reproduced hereunder for information of members

Consequent upon grant of another installment of Dearness Allowance with effect from 1st July 2012 to the Central Government employees, vide Government of India, Ministry of Finance, Department of Expenditure, O.M. No 1(8)/2012-E-II(B) dated 28thSeptember, 2012 , duly endorsed vide this Department’s letter No. 8-1/2012-PAP dated 28.09.2012, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowance on basic TRCA at the revised rates with effect from 01.07.2012. It has, therefore, been decided that the Dearness Allowance payable to Gramin Dak Sevaks shall be enhance from the existing rate of 65% to 72% on the basic Time Related Continuity Allowance, with effect from 1st July, 2012.

2. The Additional installment of Dearness Allowance payable under this order shall be paid in cash for all Gramin Dak Sevaks The payment of arrears of dearness allowance for the month of JULY to SEPTEMBER, 2012 shall not be made before the date of disbursement of TRCA for the month of SEPTEMBER, 2012.

3. The expenditure on this account will be debited to the sub Head 'Salaries' under the relevant head and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance Wing vide their Diary No 251/FA/12/CS dated 11.10.2012.

केंद्र सरकारने रिटेल क्षेत्रातील थेट परकी गुंतवणुकीला (एफडीआय) परवानगी दिल्यानंतर आज (गुरुवार) निवृत्ती वेतनामध्येही परदेशी गुंतवणुकीला मंजुरी देण्याचा महत्वपूर्ण निर्णय घेतला आहे.

केंद्रीय मंत्रिमंडळाची आज महत्त्वपूर्ण बैठक होती. त्यात विमा क्षेत्रात 49 टक्के परदेशी गुंतवणुकीला मंजुरी देण्याचा महत्त्वाचा निर्णय घेण्यात आला. निवृत्ती वेतनामधील परदेशी गुंतवणुकीच्या निर्णय घेऊन, केंद्र सरकारने आर्थिक सुधारणांमध्ये नवे पाऊल टाकले आहे. यामुळे विमा, निवृत्ती वेतनातील एफडीआयचा मार्ग माकळा झाला आहे. देशातील दर एक हजारांमागे पाच नागरिकांनी विमा उतरविला आहे.
